What is the RSE Scheme? The Recognised Seasonal Employer (RSE) scheme lets approved New Zealand horticulture and viticulture businesses hire workers from overseas (mainly Pacific countries) when there aren't enough New Zealanders available. It helps support our fruit and wine industries, protects workers' rights, and supports Pacific economies.

Who Can Become an RSE Employer? A New Zealand-based horticulture or viticulture business can apply if they:

  • Are financially sound.
  • Have good HR and health & safety practices.
  • Are committed to hiring and training New Zealanders first.
  • Have no serious immigration or employment law violations.

They must also:

  • Provide suitable accommodation, transport, and care for workers.
  • Pay at least half of the worker's return airfare.
  • Comply with all visa and employment rules.

Step-by-Step Process for Employers

  1. Apply for RSE Status:
    • Submit application (INZ 1140) with proof of good practices.
  2. Apply for Agreement to Recruit (ATR):
    • Once approved as an RSE, apply to bring in workers (INZ 1141).
    • Show efforts to hire NZ workers first.
    • Detail how you will support the workers (housing, transport, etc.).
  3. Recruit Workers:
    • Mostly from eligible Pacific countries.
    • If not possible, show why (e.g. existing relationships or recruitment failed).
  4. Offer Employment:
    • Provide workers with a written agreement that meets legal requirements.
  5. Workers Apply for Visa:
    • Workers apply for an RSE Limited Visa (INZ 1142 or 1269).
    • Visas allow work for up to 7 months (or 9 for Tuvalu/Kiribati citizens).

Key Conditions for Employers

  • Must not charge workers recruitment fees.
  • Must pay a market rate (at least minimum wage + 10% from the 3rd season).
  • Must deduct only reasonable and approved costs (e.g. for housing).
  • Must ensure sick leave and health insurance are in place.
  • Must notify INZ of any disputes, breaches, or early departures.

Important Rules for Worker Visas

  • Only granted to workers aged 18+ with a valid job offer.
  • Must hold medical insurance.
  • Visa is limited purpose: seasonal work only.
  • Cannot be used to apply for residency or another visa.

Workers may transfer to another RSE employer only under certain conditions, such as if their first employer loses RSE status.


Annual Cap Only 20,750 RSE Limited Visas can be granted each year (up to 30 June). Once the cap is reached, no further visas are issued that year.
